Environmental Review
We offer preparation of Environmental Impact Statements, Environmental
Assessment Statements, and Environmental Assessments under New York
State and New York City Environmental Quality Review Statutes. The
State regulations are contained in Part 617 of Title 6 New York Codes,
Rules and Regulations (6 NYCRR), and are available at the State Department
of Environmental Conservation website www.dec.state.ny.us
The City regulations are contained in the Rules of the City of New York
(FCNY), Title 62, Chapter 5 (62 RCNY, Chapter 5) and City Environmental
Quality Review, Executive Order No. 91 of 1977 As Amended.
Traffic and Transportation Planning
We offer a full array of transportation planning services including travel
demand forecasting and intelligent transportation system (ITS) development.
For localized or areawide developments, we forecast temporal and spatial
distribution of trips by private vehicle, public transit, and pedestrians.
We analyze carrying capacity of each transportation element (roadways,
transit stations, sidewalks and crosswalks), and forecast the operational
level of service of each impacted element based on existing and projected
ridership, operational changes, and demand imposed by changing land
use patterns and activities. We identify physical and operational measures
available to mitigate adverse conditions on roadways, sidewalks, and
transit elements.
Air Quality
Air quality can be affected by vehicular tailpipe emissions, industrial
smoke stacks, and space heating and cooling systems. Our project analysis
includes detailed modeling of emissions and atmospheric dispersion
of pollutants, assessment of potential effects on nearby sensitive
receptors, and compliance with relevant state and federal standards.
Hazardous Materials
Mortgage holders, as well as governmental land use approval agencies,
typically require disclosure of the potential for adverse site conditions
related to hazardous contamination. We provide Phase I Environmental
Site Assessment services, pursuant to the established protocols of
ASTM Standard E 1527, to identify past and ongoing potential sources
of contamination.
Land Use and Socioeconomic Conditions
We identify, document, and analyze demographic and economic data including
household size, composition, and income, business activity, and journey-to-work
patterns. This information is vital for business location and real
estate development decision-making, as well as for the environmental
review process.
Noise
New development can be a noise generator, both through on-site activities
and through generation of increased vehicular traffic. Development
can also introduce new sensitive receptors, such as residences or schools,
into areas characterized by high ambient noise levels. In either case,
we document existing noise levels, and make projections about future
noise levels based on anticipated changes to the environment. Mitigation
measures including sound-attenuating window and wall treatment are
identified where applicable.
